You can show as many users as you wish on the Gamification board.  You can adjust the number of "Top" and "Bottom" users to display on the Gamification board.  

NOTE:  The total number of users selected in the Gamification Settings should be at or above the number of users you have in your account, otherwise you may not see all the users on the Gamification board.
