To allow Admins to see all statuses to filter the Lead Management Page (not just statuses that are set to "Show in Popup", navigate to Configuration --> Company Settings --> User Experience & Agent Settings, enable the setting for "Show all statuses for admins when filtering leads by status". Scroll to the bottom and click Save, then refresh your browser to allow the setting change to propagate across the platform.
