To block outbound call to certain area codes, navigate to Configuration --> Company Settings --> Lead Distribution & Lead Settings, scroll down to the setting "Block leads from these area codes from being dialed" and enter the area codes, separated by a comma, with no spaces between.  Be sure to remove those area codes when the need to block calls is no longer needed.
